Arti 1.0.0 adds a final set of security features, clears up some
portability bugs, and addresses numerous other issues.
With this release, we are now ready to declare Arti *stable*: we are
relatively confident that Arti has the security features that it
needs for usage via the `arti` command-line proxy, or embedding via
the `arti-client` API.
In our next releases, we will focus on adding anticensorship
features similar to C tor, including support for connecting via
bridges and pluggable transports.
