The `convert_curve25519_to_ed25519_private` and
`convert_ed25519_to_curve25519_private` functions are now exported by
`tor-llcrypto` if the `cvt-25519` feature is enabled.
In `ArtiNativeKeyStore`, private keys are stored in OpenSSH format.
However, `ssh-key` (the crate we use for parsing OpenSSH keys) doesn't
support x25519 keys. As a workaround, this type of key will stored
as ed25519 and converted to x25519 upon retrieval.
This commit implements the `convert_ed25519_to_curve25519_private`
conversion function (needed by `ArtiNativeKeyStore` to support x25519
keys).

Minimal Cargo.lock changes from downgrade.
(These are exactly those changes generated by running "build" and
"test".)
There are several reasons to do this:
* It's best to bump all of our dalek dependencies at once to rc.3
or later, rather than the piecemeal approach we've been stuck
with so far.
* We don't want to do this bump right now, since there are some
tricky questions about clamping we need to figure out (see
#808), and we need to make sure we get them right, and we're in
a distracted this week.
* We _do_ need to move away from 2.0.0-rc.2 right now, since
it was causing a failure in `cargo install arti`, and then it
got yanked.

This does the following:
- Gives every crate a `full`.
- Cause every `full` to depend on `full` from the lower-level
crates.
- Makes every feature listed _directly_ in `experimental` depend
on `__is_experimental`.
This upgrades us to 2.0.0-rc.2, which is the latest in the
not-quite-done-yet 2.0 series.
The only code change that's absolutely needed is opting into the
static_secrets feature.
For these crates, the changes are nontrivial, so we
_do_ bump the versions on which their dependent crates depend.
Fortunately, since they are all pre-1.0, we don't need to
distinguish semver-additions from other changes. (Except for arti,
which _is_ post-1.0, but gets a patchlevel bump anyway.)

This introduces the `NetdocBuilder` trait described in
`netdoc-builder.md` and a new `tor-netdoc::doc::hsdesc::build` module,
which exports the `HsDescBuilder`. Hidden services will use
`HsDescBuilder` to build and encode hidden service descriptors.
There are several TODOs in the code that I'm planning to address
separately.

Due to a difference between ed25519-dalek and ed25519-donna,
converting these secret keys directly to public keys does not work.
I've documented this in a "Limitations" section.
As near as I can tell, the rust-crypto SHA1 crate was called `sha-1`
for a while because of a conflict with a different SHA1 crate. Now
they apparently have the `sha1` name back and have deprecated the
`sha-1` name.
Because we want to work more on ensuring that our semver stability
story is solid, we are _not_ bumping arti-client to 1.0.0 right now.
Here are the bumps we _are_ doing. Crates with "minor" bumps have
had API breaks; crates with "patch" bumps have had new APIs added.
Note that `tor-congestion` is not bumped here: it's a new crate, and
hasn't been published before.

Using `zeroize` here tells these crates that they should make
various structures zeroize-on-drop.
(This is not yet implemented in `aes` 0.8.1, but support has been
merged in the repository for `aes`, so it should go out in the next
release.)
No corresponding feature flag is needed to enable zeroize-on-drop
for `rsa` and `*25519-dalek` private keys.
Do _not_ bump the dependency versions on crates that have had no
changes since arti 0.0.5, since those crates do not depend on the
new APIs.

- arti#448 and arti!607 highlight an issue with upgrading `rsa`: namely,
the `x25519-dalek` version previously used has a hard dependency on
`zeroize` 1.3, which creates a dependency conflict.
- However, `x25519-dalek` version `2.0.0-pre.1` relaxes this dependency.
Reviewing the changelogs, it doesn't look like that version is
substantially different from the current one at all, so it should be
safe to use despite the "prerelease" tag.
- The new `x25519-dalek` version also bumps `rand_core`, which means we
don't have to use the RNG compat wrapper in `tor-llcrypto` as much.

This only affects uses of thread_rng(), and affects them all more or
less indiscriminately. One test does not work with
ARTI_TEST_PRNG=deterministic; the next commit will fix it.

A build script reaching into your .git/hooks/ and modifying them
nonconsensually was a bit of a horrifying concept, and also made it hard
to build arti with the feature disabled. Remove this crate, and replace
it with manual instructions on how to install the hooks in
CONTRIBUTING.md.
