These crates were started, but they aren't integrated into
Arti (yet?). As such it doesn't make sense to keep publishing
updated versions of them every time we tweak our standard
lints.
Done with the commands below.
The following crates have had various changes, and should get a
patchlevel bump. Since they are pre-1.0, we do not need to
distinguish new APIs from other changes.

This warning kind of snuck up on us! (See #748) For now, let's
disable it. (I've cleaned it up in a couple of examples, since
those are meant to be more idiomatic and user-facing.)
Closes#748.
The feature we want is `#[doc = include_str!("README.md")]`, which is
stable since 1.54 and our MSRV is now 1.56.
This commit is precisely the result of the following Perl rune:

This test depends on `Duration` having a granularity of 1
nanosecond, which is not the case on OSX, and is probably not the
case on other places too.
We can re-enable this once we have a set of test vectors that use
more realistic RTTs, and a set of testing code that tolerates some
divergence.
Temporary solution for #574.
Because we want to work more on ensuring that our semver stability
story is solid, we are _not_ bumping arti-client to 1.0.0 right now.
Here are the bumps we _are_ doing. Crates with "minor" bumps have
had API breaks; crates with "patch" bumps have had new APIs added.
Note that `tor-congestion` is not bumped here: it's a new crate, and
hasn't been published before.

This commit implements the round-trip-time estimation algorithm from Tor
proposal 324, validating the implementation against the test vectors
found in C tor. (Note that at the time of writing, the new test vectors
may not be committed to C tor yet, but they will be soon.)
This also adds the necessary consensus parameters to `NetParameters`.
Some of them have been renamed in order to (hopefully) make them more
understandable.
