Rusty Russell af46a4f57d fetchinvoice: allow amounts to be specified.
As per lastest revision of the spec, we can specify amounts in invoice
requests even if the offer already specifies it, as long as we exceed
the amount given. This allows for tipping, and amount obfuscation.

Rusty Russell 4bb05e46e9 offers: convert currency when they request an invoice.
Means a reshuffle of our logic: we want to multiply by quantity before
conversion for maximum accuracy.

Rusty Russell 9681d491df offer: allow offers in other currencies if we can convert.
This avoids a footgun where they create an offer then we can't create
the invoice because they don't have a converter plugin.

Rusty Russell 84dc943cf5 common/bolt11_json: extract bolt11->json code.
Our new "decode" command will also handle bolt11. We make a few cleanups:

1. Avoid type_to_string() in JSON, instead use format functions directly.
2. Don't need to escape description now that JSON core does that for us.

Rusty Russell 1aa7e8e011 offers: split offer send_invoice generation into new JSON command
We split `send_invoice` offers inoo offerout (for want of a better name).
This simplifies the API.

Also took the opportunity to move the `vendor` tag to immediately
follow `description` (our tests use arguments by keywords, so no
change there).

Christian Decker 8e908ff652 Revert "wallet: Remove in-memory utxoset filter"
This reverts commit c239a7161b.

The goal of c239a716 was to reduce the memory footprint of our
internal UTXO set tracking, and testing against the sqlite3 backend
showed no performance impact. We have since found that the added
roundtrips to the DB server with postgres was having a considerable
performance impact, and backups would also bloat due to the increased
number of queries.

Undoing this change skips the noop updates that were causing this
regression.

Changelog-Fixed: db: Fixed a performance regression during block sync, resulting in many more queries against the DB than necessary.

Interestingly, we required that "sendrawtx" include "errmsg" field even
