The `runtest` command takes a JSON onion spec, creates the onion and decodes
it with the provided private keys. It is fully configurable and can be used
for the test-vectors in the spec.

This is all it takes on the read side to use multiple frames. We are
overshooting the padding a bit since we can at most use 16 additional frames,
but ChaCha20 is cheap.

Shouldn't be used directly, but really useful for testing, since we can just
cram a huge payload in without having to be valid. And we don't have a TLV
spec yet.

`struct sphinx_path` serves as a container for all the routing related
information, with a couple of constructors that can be used for normal
operation or testing (with pre-determined `session_key`).

This makes it build for me on FreeBSD 11:
1. $(MAKE) has to passed through into update-mocks.
2. FreeBSD sed doesn't turn \n into a newline on RHS.
3. Bash and mako dependencies were missing from INSTALL.md

We added a random channel to the list, but we can just free it immediately
(since traversal of a uintmap isn't altered by deletion).
This was introduced in d1f43d993a where we explicitly call free_chan
rather than relying on destructors.

This adds a new pair of files : lightningd/plugin_control, along with a new RPC
command : 'plugin'. This command can be used to manage plugins without restarting lightningd:
lightning-cli plugin start helloworld.py
lightning-cli plugin stop helloworld.py
This adds 'plugin_unregister_hook' and 'plugin_unregister_hook_all'
functions to unregister a given hook a plugin registered, or all hooks a
plugin registered for. Since hooks can only be registered once, it's
useful in the case a new plugin is added which would be prefered for
hook registration over an already loaded plugin.
This adds a 'configured' boolean member to the plugin struct so that we can add plugins to ld->plugins' list and differenciate fresh plugins.
This also adds 'plugins_start' so that new plugins can be started without calling 'plugins_init' and running an io loop
It assumes the head of the array is the object/array we want to remove from,
but that's not true if we're trying to remove from a sub-object.

TLVs have an implicit `len` field, so allow expressions containing
that (eg. `len-1`), but assume it means "the remainder of the
message".
This means in most places, f.size() needs an fallback for the
implicit-length case.

They're currently called varint, but there's a proposal to call them all
bigsize. Allow both for now.

I noticed that --network=regtest didn't override 'network=bitcoin' in
the config file.
Normally we parse the config file first, then the commandline (so the cmdline
wins). But for early options, we do cmdline first so we can find the config
file. That was fine when the only early option was the location of the
config file, but now it includes plugins and the network setting.
So do a boutique cmdline parse *just* to find the config file, then parse
the config file early options, then the cmdline early options.
