darosior 7c0af81c21 bcli: use a more urgent feerate for HTLCs and penalty transactions 
A CONSERVATIVE/3 target for them.

Some noisy changes to the tests as we had to update the estimatesmartfee
mock.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
